
Dolya & Co. Organises Creating Mechanism of Partnership in Defense Sphere of Ukraine Round Table

Dolya & Co. held a round table initiated by the League of Defense Companies of Ukraine. The topic was "Public-private partnership in the defense sphere: creation of a mechanism obtaining public funds for the private defense companies production' preparation and development".
The discussion was attended by First Deputy Minister for Strategic Industries of Ukraine Valery Ivashchenko, Deputy Minister of Defense Oleksandr Myronyuk, Chairman of the Verkhovna Rada Subcommittee on Defense Industry and Technical Modernization Ihor Kopytin and the leadership of the League of Defense Companies of Ukraine.
The main problem is the lack of funding for domestic private defense companies that develop the latest models of high-tech, innovative military products. Lack of funds becomes an obstacle to the development of its own production base.
In today's reality, this purely business problem of private arms manufacturers directly affects Ukraine's defense capabilities and the implementation of large-scale state defense programs. The lack of effective state financial support for the development of high-tech production facilities of non-state defense companies slows down the pace of supply of new weapons to the Armed Forces of Ukraine. This leads to an increase in the cost of production for the final consumer — the army.
Due to the lack of a mechanism for obtaining state funding, private enterprises in the Ukrainian defense sector, which are working to create modern models of armaments and military equipment, cannot rely on state financial support. In turn, the enterprises of the state military-industrial complex of Ukraine do not have such a problem.
At the meeting, the participants of the round table discussed the issues and the development of solution mechanisms.
First Deputy Minister for Strategic Industries of Ukraine Valery Ivashchenko noted that one of the main tasks facing the Ministry is to create uniform rules for the operation of all defense companies of the country, regardless of ownership.
"We need to discuss ways to solve the problem so that our private enterprises in the defense sector have equal conditions with the state one. However, the most important thing is that the effective work of all enterprises should be aimed primarily at improving the combat capability of the Armed Forces of Ukraine. No matter how effective the export component of a defense enterprise is, the need of our army is a major priority." he said.
Deputy Minister of Defense of Ukraine Oleksandr Myronyuk supported the opinion of Valery Ivashchenko.
As he said, the main customer of each defense-industrial company should be the Ministry of Defense. "This is what we emphasize, and the Subcommittee on Defense Industry and Technical Modernization of the Verkhovna Rada supports us," said Oleksandr Myronyuk.
"Today we had a fruitful meeting of the interested parties. We have clarified many issues which are pressing for Ukrainian private defense companies. The main thing is that there is a dialogue with the Ministry of Defense and with the newly created Ministry of Strategic Industries of Ukraine. This is very important for the private defense sector, which fulfills about 60% of the state defense order. Now, the private enterprises know that they have been heard, and this is the main result of today's meeting," said the General Director of the League of Defense Companies of Ukraine Oleg Bryushkovsky.
